Smoke and Mirrors... :D

Basic steps:

1. Create new blank layer

2. Add "layer mask"

3. Hit "q" for quick mask

4. Select Gradient tool

5. Hit "d" for default tool to black and white

6. Select the "cylinder" gradient effect

7. Create the gradient you want, with the starting point being the focal point and moving the plane of focus a short distance

8. You should see the gradient mask in red over the image, the red bit will be "no blur", the clear bit will be blurred

9. Select the background layer and the select the RGB channel

10. Go to "Filter >> Blur >> Lens Blur" and select the Depth map to be "mask" or similar. Edit the blur to taste

11. Play about with the Levels to taste and make it look like a model

12 Final Saturation boost to give it that plastic look.

I don't get it. What's this supposed to do?

It's a normal photo that's been Photoshopped to give the appearance of a miniature model.

There's a famous Italian photographer who actually achieves the effect using a Tilt and Shift lens out of a helicopter rather than digital editing.
