Could I go on there and offer 1,000,000/1 on Saints to win the Prem and take the (albeit small) market then? Or is there a cap (as I couldn't settle any of my debts if Saints did do it)?

The highest odds are 1000 for one, and they remove your liability from your account as soon as you place the bet for two. So no.
