They did not have personal hardship causing them to riot. If they had been thrown out of thier homes and been abandoned by the state they would have some justification to riot. The other point that makes me weep is when I read of persistant offenders being jaild after 200 offences! If persistant offenders were taken seriously then these riots would not have spread in a wild fire fashion.
