New Insurance Laws

This is ******** it won't stop the scum who don't insure vehicles as they don't bother to reregister them anyway and what about people who collect vehicles?

http://www.autocar.co.uk/News/NewsArticle/AllCars/237134/

It's not clear to me how this applies to collectors/restorers correctly using SORN, as it first states:

The government has set plans in motion to crack down on uninsured drivers by making it an offence to keep an uninsured car rather than just driving one on the road.

Then

The new offence will initially be punishable by a fixed penalty notice of £100 and a fine, followed by court action and the seizure of the vehicle. If your car is subject to Statutory Off Road Notification, you will not get a letter.

Does that mean "you will not get a letter because you will be exempt from the new law", or "you will not get a letter initially, because they will be trying to catch drivers of non-SORN vehicles first"
