Out here in Australia, Lowes is a name of a store specialising in extremely cheap and poor quality clothing for people who are only interested in how much (or how little) things cost, not whether they're actually any good. It's advertised by old fat sportsmen who seem intent on embarrassing themselves while trying to be entertaining/amusing.
