It's not about where he is, it's what he's done. I think Le Goddard is taking account Osvaldo's actions when he made his statement.

If you think that Osvaldo's behaviour is comparable to Hitler's seizure of power, invasion of about seven European countries, support for Franco in Spain, eugenics, violent persecution of jews, homosexuals and others, along with anything else that springs to mind then yes, the principle is the same.
