Obviously taken a look at rugby and decided to copy a few elements. Rugby games often finish around the same time as football games now on a Saturday, when its a 3pm kickoff. The only way you can realistically do this is to take the time keeping out of the refs hands.

Rugby is 80 not 90 minutes though...

 

My single experience of a scoreboard-clock timing a match was on a US Soccer Tour in 1994, the 90 minutes was played straight through without stoppages and the game was not extended or stopped in any way outside of half time, as the clock ran for the full 90. Because we went ahead early in the game and the match was played in a bloody huge field, we proceeded to defend our lead by kicking the ball as far as possible off the pitch and feigning injury where possible, all as the clock continued to tick. Suffice to say, actually stopping the clock and only playing the 60 minutes the ball is in play would have been preferable for the integrity of the game.
