I recall not being knocked over in the rush to help Saints when we were in trouble. In fact some quarters were retrospectively re-writing the rules to punish us.
Why not Bury ? They are much closer to folding.
Ultimately football clubs are commercial businesses, and as such may fail financially if underfunded or mis-managed.

No, would encourage other clubs to gamble financially, knowing the League would bail them out. I’ve got a mate who’s a Bolton fan, beyond caring if he’s honest. They’ve been so badly run, it’s like a slapstick comedy which has run on 3 series too many.
It's part of life, businesses fail new businesses rise. Intervention is not the answer. Living within your means is.

FA should have a system in place whereby a club who goes out of existence has it's ground, facilities etc all paid for and gifted to the season ticket holders of the previous club as shareholders of a new phoenix club.

Would only work if the club concern actually owned those facilities when they went bust. I don’t know if that’s the case with Bolton but if they do own their ground it would be sold off and the proceeds used to pay off whatever mortgage their is, with the remaining money going towards creditors.
Generally when stuff like this happens the levels of debt are higher than the combined value of the assets, so there is nothing left to ‘gift’ to the fans.
Not followed this but surely as a minimum they’ll reform a few leagues down. There may even be a stadium available in Bolton they can play in.
In reality, from Aldershot to Wimbledon, football clubs are much more robust than the narrow legal entity.
