22,000 kids - That's mind blowing. One repeat offender with 15 children.

 

Is it a step to far to enforce contraception?

 

Forget the financial impact (Which must be huge), but surely a better solution would be to give them an injection every year to stop them having kids.

 

It seems wrong, that a government would or could have that power, but I think I would be in favour, based on neglect, drug abuse, mental / physical abuse etc.
