Would say its purely routing, not DNS Ping isn't the best form of a test. from a CMs prompt do a "ipconfig /flushdns" then type ping http://www.bbc.co.uk if it resolves the IP address then you know pings working. A good one to do to test routing is also from a CMD prompt is "tracert IP address", IP address of your DNS server. This will show you how you pc is trying to get to the DNS server.
