Why would anyone want to "punish the weak"? You can judge a people by how they treat those less fortunate than themselves IMHO. Capitalism, Socialism, Communism andism will have those who try to take advantage for their own selfish ends, but we shouldn't praise the likes of Thatcher for increasing the numbers who fell into unemployment and homelessness solely because SHE didn't think their contribution to society and the economy was worthy. People worth is not to onlky be measured in financial terms. She ruined a whole generation of society IMHO and we can witness the results of her actions every single day just by opening a newspper or turning on a TV. People simply do not care like they used to.
