I hope you don't use a Wireless Network, and use a 3/4g solution... as wireless won't be able to do it. To try and do this properly, using the best Corp Wireless Network system like Meru or Meraki, it will be alot of hardware. Using best guess, with known good hardware... as on average 45 clients per AP, and 45000 capacity, you would need at least 1000 Access points around the Stands just to get the density for the crowd in the stadium. Let alone creating heat-maps to work out the coverage for the rest of it. Good luck on this, as it isn't task i would want to undertake, let alone install or put the network infrastructure behind this, 1000+ network ports, all providing POE to distribution switch that up-link to a core network to hand off to the internet, which would need a 1Gb/s up-link and a Network Security system to manage usage, and this is just the minimum you would need. A best guess would be £750K just for wireless coverage... and this would have to be updated every 5 years.
