They opened it in January when the season hadn't ended. Player contracts end on 30th June in Europe, plus season long loans end so something will need to change if the 2019/20 season is played beyond that date.
The government can cancel it, doesn't require the Premier League to do it and the government won't care about who wins the league, relegation etc.
