Doping isn't illégal in most countries, it's against the rules of sports and you get chucked out and suspended if you get caught. The EFL makes the rules, clubs agree to them and if you transgress you get sanctioned.

I thought they'd be a lot better than they were. Just seemed not to be interested in playing good football. The bloke at left back wasn't anyway near good enough so they had to play Miles Skelly to help him with Kvara. Season just too long for Arsenal perhaps, 63 games plus internationals for most of their players. PSG only 57 I think and some of their games are just kick abouts, Auxerre, Lorient, Metz etc wouldn't survive in the Championship.

There's a différence. The EFL can only punish it's club members. The FA can punish individuals. So any punishment handed to the club by the EFL is irrelevant to the FA if they feel that individuals need to be punished as well.
