DEFINITELY approach her. Ask her an open question so she can't give a yes or no answer. Maybe something about the bar being so quiet - nothing flash, no one liners. Just something friendly and chatty. If she's on her own, she be pleased to be chatted to. If she's a work colleague, don't flirt unless she flirts with you, just keep it chatty. If she's not interested in talking, leave her be. If she's open to chatting, you'll impress her by being a nice relaxed guy, rather than someone trying to hard to please with dumb chat up lines. If she's not interested, don't take it to heart. Does that makes sense?
