My driving licence is the green paper one I got when I passed my test in 1982, so no photo, if I have to go to collect a parcel from the Post Office they accept showing a credit/debit card in my name, again no photo. Most other places request something like a utility bill with name and address, no photo. Do you expect Councils to produce voting cards incorporating photos ?
