Basically France and Germany want to pick up business with Russia again as soon as possible whilst Eastern Europe wants to keep Russia suppressed so it cant do this again to another country.

Since Tory members get to choose between the final two (irrc) and will choose the most unelectable the MPs need to serve up two credible compromise candidates they agree on.
