Thank you for your email. We cannot comment on Club specific matters, but as the rules state any transfer dealings must be signed off by an authorised signatory. All decisions regarding the setting of the Rules are taken by a vote of the Chairman of all 20 Clubs and not by Premier League staff. The role of the Board is to implement the Rules on behalf of the Clubs once they have been set. The Premier League Board has followed the Premier League Rule Book to the letter in terms of the player registration embargo imposed on Portsmouth Football Club and the withholding of broadcast monies in order to pay overdue football creditors, including both domestic and overseas clubs. Further to your question regarding the Fit and Proper Persons Test - The Fit and Proper Persons Test is an objective test that looks at whether an individual is allowed to become a Director of a Premier League Club. The test does not focus on finance but checks that any individual looking to become an owner/director of a Club has not been convicted of an offence that has led to a 12 month prison sentence in the UK (or overseas in a country where an equivalent legal system exists). You may also be interested to know that we strengthened the FAPPT last summer, and added a new rule meaning that all Clubs must publicly disclose any individual that has a 10% or more stake in a Club. This was introduced so that fans above and beyond any requirements by UK Company Law and are, to our knowledge, some of the sternest in place in any UK industry. We understand that Portsmouth supporters will have concerns about the difficult position in which the club now finds itself. The Premier League Board continues to work with the officers of Portsmouth Football Club to ensure that arrangements are in place to settle all club liabilities as and when they become due. Seeing where David Prutton now finds himself, has led me to think about players who thought they were better off moving from Saints. Steve Williams came to mind straight away, a great great player, but dissappeared from the scene within a couple of years, having moved to the mighty Arse nal...... So who do you recall???

My Prediction. What I fully expect to happen is for us to go into Administration. In Admin some debts are written off, some become only 10% liable. Then a buyer will emerge getting us cheaply. We will lose 9 points, and assuming we don't get enough points to have stayed up without the deduction, that 9 point penalty will be carried over to next season in the CCC. A hardcore of about 10,000 fans will stand by the club, 16,000 for big games, and we will become an established CCC club, holding our own, maybe pushing for the Play-Offs, an ccaiasional cup run. Maybe we will become part of a PL second division if that ever happens? That is how I see it panning out for us over the next 10 to 20 years. And I for one would be happy with that.

Possibly, their new investment, was the rumour that Poopey city council was going to lend the club money. On SSN, a representitive of PCC, has said, that there would be no loan as ( and get this lol), they have nothing to secure the loan against. I have to laugh!!!

SSN...Poopy to bring in 'frees' to bolster the playing squad. Avram not being paid is due to his 'Tax code'. Players will be paid today (or tomorrow). Club say they're not in danger of being wound up. Cripes, that was like when I had to read fairy tales to my kids, and the media just lap up these 'tales'.

All transactions from the date the Petition was advertised up to the date the order was granted can be made Void by the liquidator who is appointed. it is designed to stop a dishonest business, which realises it is doomed, from then entering into deals to sell off its best assets but say for a very low price, or it gives its assets to one particular creditor to pay them off - but everyone else is left high and dry.'
