Why do journalists take a seemingly categoric quote such as "that's it, end of story" and paraphrase it with an element (no matter how small) of doubt: "Adkins has all but given up hope". Why not just say: "Adkins has given up hope" instead of qualifying it with "all but"?

I suppose it could be argued that 'getting in before the lock' means that they are at the front of a short queue rather than part of a post-liquidation bun fight. Possibly some merit in paying to be front of the queue.
