That is just for transfers of Italian based players to Italian clubs. Saints can still sign Italian based players after the domestic Italian window closes.

Based on the video I posted in post #243, I think Yoshida's English is better than his Dutch, as the Dutch press interviewed him in English (which he used fluently).
