In regards to your other point I'm glad it's difficult to separate children from their families. Imo this should really be a measure of last resort and where there are problems the solution should always be to give the family support and understanding unless the child is in immediate danger or where all other avenues have been exhausted. The preference should always be to keep the family unit together where possible.

In the short term yes. If China stopped their aid then North Korea would fall within a few months. North Korea won't allow anyone in to monitor the aid giving anyway so the majority of it ends up on the black market or given to the army.
