That was the case I know, whether it still applies I don't know. I'd guess yes. However, in this case regardless of any specific rules FIFA really need to take some action though I'd be inclined to look at the players and give bans to the worst offenders though I then guess the large clubs whose players are involved will start throwing their weight around.
