The ambition of top 4 (whether you feel its possible or not) will likely to be a new 5 year plan or something along those lines. To say top 4 next season is totally unrealistic unless we spend big big time, which we all know is not financially sustainable and therefore unlikely given the manner in which the club has been run thus far under NC.
