I knew someone was going to ask that. It's a big ugly "design feature" pedestrian bridge across the River Usk that goes from the Bus Station to the... erm, other side of the river. Pleased to say they built it after I left, cos it's uuuuuuuuuuuuuglaaaaay. That's the side stand on the river side. Wouldn't want to live in that one single row of terraced houses along the river bank ! Bizarrely as they only started playing at the 100+ year old (rugby) ground last season, despite the fact I lived in Newport for 30 years and have actually played against Newport County, I've never actually been to their current ground for a football match. The place almost looks nice here. That tall building in the background is the Passport Office, fwiw.
