Not true. My mate is his personal driver and I know for a FACT that he is in Essex for 70% of the time. The rest of time is split between LA and Italy. He rarely goes to Scotland now. Also, my wifes hairdresser is mates with Penny's assistant's sister and I know from them that Penny said Rod wont invest in Southampton as he doesn't like vertical stripes on football shirts, hence his love for Celtic.
