The expansion of the stadium is likely something the club have seized upon as part of it, achieving planning permission and part funding in an agreement with the council to develop the waterfront to the benefit of the city. Don't disagree with anything you've said, but a development like this once it's done is done for good, and will only reap more rewards if or when we return to the Premier League.
