Wouldn't that have made it even more of a PR stunt though? The fact that they ended up with a 'poor choice' actually suggests that they had no intention of over-engineering the PR. Surely choosing someone relatively randomly is less disingenuous than going down the Peter Mandelson-esque route: fine-tooth-combing the land for someone that fitted the 'down trodden, woe is me' stereotype that these photo-shoots usually thrive on.
