System is so broken. So many SEND cases denied by councils hoping to save money but 90+% are won on appeal. Mental figure that basically over 9 out of 10 claims are valid are being turned down initially. All the resources and delays that this entail increasing costs on much needed resources. The issue is obviously not simple to solve but councils worried about budgets more than suitable (expensive) education and hoping they can go to mainstream schools and parents fully aware their children will suffer significantly in mainstream schools challenging to go to special schools.
