From what I've read from a few Journalists the base line is relegation to League 2. For them to end up in the Championship or even League 1, they'd need a majority from the 72 clubs for this to happen by means of a vote. This then opens a can of worms with the knock on effect of additional teams being promoted/relegated to get the league numbers back to the right level.
