You would think Lowe investigated the loophole that may exist to avoid the penalty, do the FA and Football League work to the same guidelines and would Lowes time at the FA have any influence over a decision ? Not that I'm aware of, but I'm sure there would be some discussion for consistency. The EPL is awash with money so the chances of a club going into administration is rather remote. Man Utd have huge debt but as a going concern it made £80m last financial year. I doubt Lowe has any influence in the FA anymore.
