Could it be that loanees aren't even on the payroll and that they have contracted with the parent club for their services for whatever period and that unless they are recalled Pompey owe the parent club, not the player? This would make sense from the perspective of the contract with the parent club and would explain why Pompey can't just tell the loanees to head home
