59.2 A Club may only register a Player in accordance with Regulation 59.1 (subject to the provisions of Regulation 41.5) during a Closed Period if he is an Unemployed Player. i.e. you can sign players outside the transfer window if they are "Unemployed Player(s)". So what is an Unemployed Player? 41.6.3 'Unemployed Player' shall mean any Player who: (a) has not at any time been registered with: (i) a Member Club; (ii) a club that is participating in The Football Conference (National Division) or The Premier League; and/or (iii) any other association football club in a country other than England, or (b) if he has been registered with any of the clubs listed in paragraph (a) above, his registration has expired at any time prior to the end of a Transfer Window and he has not since been registered with any such club. - "not at any time been registered" would seem to exclude option (a) - for (b), "expired at any time prior to the end of a Transfer Window" would not apply as the non-contract registration will have expired after the Transfer Window shut

From my reading of the rules, I think the DFCSBs have pulled another quite impressive piece of loop-hole negotiation. As far as I can tell, the FL rules would not allow the players to sign for other clubs after the one-month elapses. At that point it will be after the transfer deadline, and the players were not free agents at the point the transfer deadline expired, so therefore don't qualify as free agents. Stand to be corrected on this! Either way, it's a pretty shameful attempt to leave the players with their hands tied.

So Penarol then?

Indeed, I'm not entirely clear why they hate him so much. After all, he's on the brink of rescuing the club for what, the third time?
-
If he is *deciding* between bids, then that immediately invalidates the PST bid, as the council loan (which the bid is dependent upon) is conditional upon them being the only bid on the table. Checkmate.

Must be a jealous and bitter scummaaaah!!!!

Yes! This! Was thinking about the last time I felt so pleased with the performance after a defeat. After today, we know we can compete in the PL. With more signings likely, we could just be a surprise act this season.
-
That fits with the rumours of a big gamble

He didn't just touch him, he raped him.

I happen to think that there is no issue with our ownership or financial health whatsoever, but if, in a couple of years time, I find that the club has: - not been paying taxes - not been paying charities - not been paying local businesses - not been paying transfer installments owed to other clubs - brought in a load of players on high wages in order to outbid other clubs, and then reneged on those contracts Then sure, I will absolutely hold my hands up and say that it is ENTIRELY the CLUB'S own fault, and that we have nobody to blame but ourselves. In fact, just like it was entirely our own fault in 2009 when we went in to admin as a result of chasing promotion. Now, how many PFC fans have done the same?

Applauds. Can someone twitter neil allen?

Pressure from creditors? Has he forgotten on whose behalf he is working?

And just to waste my last post of the day... The funniest thing I think at the moment, is the total lack of clarity from the few about what they actually want. Literally everyone is the enemy, and they just don't seem to see the massive internal contradictions they keep creating. Neil Allen seems to be the funniest character of all. 2 weeks ago, the players were going to kill the club for not doing with Birch + Chainrai wanted. Then last week it was Birch's fault for not doing what Chainrai wanted Now this week it's Chainrai's fault for not doing what Birch wants, or possibly what the PST want. Wait! Now Chainrai has pulled out. But we're not sure if that is good or bad, because whilst we hate him despite having saved the club from liquidation once or twice in the past, he's also the only realistic chance to escape liquidation again, while the PST play with their "business plan". And it's back to being Birch's fault because he didn't agree decent compromise agreements with the players. So it's probably going to be the ex-players' fault again next week after all. And not to mention the various others that they have flailed wildly at... the FA/PL/FL... the government and the council... So much fun.

This indeed. Now there is no getting away from the fact that being a Saints fan adds a massive dose of schadenfreude to the mix, but that's all part of rivalry isn't it - laughing at the misfortunes of your rivals. However, putting rivalry aside, at the end of the day, I find it fascinating on all sorts of levels - the intricacies of the FL and PL's rules (and indeed UEFA at one point). The interplay with the legal system(s). The tricks and stunts of insolvency practitioners. The precarious nature of football finance. The ever-more creative loopholes that PFC2010 keep finding. The chain and interconnection of their various owners. The public breakdown that MA appears to be having. It's just a massive, unbelievable, chaotic, shambolic mess. It's great viewing!

A question for those in the know about the insolvency profession. What would stop TB (or any administrator) in a position like this from carrying on for as long as he likes and continuing to take fees? Do the fees only get paid at the completion of administration? I.e. liquidation or sale? If that were the case it would put an absolute clock on how long this can continue for.
-
So, carrying on with the fag-packet calculations, PKF is burning up the cash at about 2.5x the rate of Tal Ben Haim...
-
I think it's all fees... from the PKF report of April 2012: "Our post appointment time costs to 30 March 2012 are £524,262 representing 1,647.8 hours at an average hourly rate of £318." So bearing in mind they were appointed on 17th Feb, that is for only 6 weeks' work! So roughly £350k a month. Over 4 months have elapsed since 30 March... £350k per month equates to another £1.4m... which added to the £500k above is £1.9m, which is pretty close to the figure claimed by Birch. Expensive business this insolvency lark!
-
A mere 6 shots after 11 minutes. So a quick calculation... Plymouth (league 2 dross, remember) are presently on course for about 50 shots at goal in this game. WTFILN?
-
Quite. Given they have a bunch of free agents ready and waiting to join them, why do they need ANY transfer budget? That's 1.5m that could and SHOULD go to creditors.
-
Imagine reneging on what you promise to pay!
-
Even better, it's Tuesday.
-
90% chance of repaying = 10% chance of defaulting. Assuming that's accurate (and we all know it's optimistic at best) then the council should run for the hills! Perhaps the PST don't realise what they're saying but a 4% interest rate for a 10% risk just doesn't add up...
-
"points deduction for failing to govern their league" Shame on you PST. Are you trying to move on from the wrongs committed by the club in the past or not?
