I think it's only right and proper that NC should expect results he is the one that ultimately is in charge a he will have to explian himself to ML. In my job I have to hit targets and KPI's and If I don't then I have to explian my actions to my boss. I'm performance managed and if any company is to be successful then that is what needs to be done. If AP is under performing then it's only right that these conversations should tale place.
