  19. Not sure why you would think that. In the last publically available comparison of wages in accounts, there was a huge gulf in wages between the two clubs and Premier League rules restrict the increase a team can add to its wages each year so they can't catch up easily even if they wanted.

  22. I'd guess his point was that Krueger said in the past it would only happen with regulalr 100% attendance. But 100% attendances don't happen at other clubs for a variety of reasons, yet other clubs still feel it is justified to expand.
