Lingard was a 29 year old fringe first team player for Man Utd, leaving them for newly promoted Nottingham Forest is a slide downwards in his career. Bazunu and Lavia were not first team players at Man City, they have left Man City's academy and loan system in order to be in a Premier League 1st team. That is an upwards trajectory in their careers.

I think we could see Bazunu, Bella-Kotchap and Aribo all start in the 1st PL game, I also wouldn't be ruling out Lavia making a strong case to start vs Spurs either. So it isn't window dressing at all.
