A point I was about to raise. You couldn't smoke in the West stand at the Dell because of fire regulations. I used to wander out into the carpark, have a ciggie and wander back in. It didn't seem to cause any problems back then. I don't see how a little roped off area outside the exit would cost anymore to steward, they would just be outside instead of on the concourse.
