That doesn't make sense - I think the sell-on was for 20%, so if they sold for £500k, they'd have to give Watford £100k, leaving themselves with £400k. £400k is still a hell of a lot more than nothing.

The idea of it is to act as a deterrant against getting into financial difficulty in the first place. There isn't an awful lot else the authorities can do to regulate the financial stability of clubs - a wage cap would technically be illegal and clubs would just get around it with "image rights" payments etc (see Sol Campbell), and they can't be seen to bail clubs out as that wouldn't be fair on those who do run their clubs sensibly.

Notts County, Chester City, Cardiff City and Portsmouth will all be in administration by the end of the season, IMO.

To be honest, while I've got sympathy for the fans, other clubs raped and pillaged us when we were in the same situation, so now the boot's on the other foot I'd be disappointed if we weren't looking to take advantage.

I suspect that the vultures who are circling and attempting to buy their better players are offering relative pittances at the moment, hoping that Pompey get desperate enough to accept them. When the end of the transfer window gets closer, those offers will increase a bit, but the desperation to sell will also increase, so there will be more deals agreed.
