1) Yes, the referee can do this. 2) It's up to the referee. Normally as a ref if I am given a club official I just ask for offsides and goal-kicks/corners.

Also, happy birthday to Vegard Forren who is 25 and Cody Cropper who turns 20 today.

Has he been given permission to play then? I don't see why he shouldn't but some clubs just don't allow it as a general rule.
