I am of the opinion from my own experience that provided the employer has engaged the right level of support, such a relocation can be very quick. Especially as he is probably going straight into a hotel. A specific example: A company I was moving to pay bills in 90 days. When I was told by my removal company a week before that my new company hadnt paid yet, as the quote said it must be up-front, and therefore they werent coming, I called my new company and they promised to pay within 7 days. They broke their own procedures. Problem solved. So, what might I be overlooking ? The fact that my experience is within the EU-based and his situation is not ? Last time I looked, 24 was older than 21 and 19 and no longer constitutes a youth player/apprenctice..
