Correct. The EU directive stated that the CE mark was to be the legal measure of quantity, but other marks were perfectly permissable alongside it. The UK Government passed the law enacting the CE mark with a clause that stated it was to be the only mark.

That would be the crown marking that was never actually banned. The EU rules simply stated that the "CE" mark had to be present, it did not ban any other marks from being stamped or etched, as long as they did not impinge or obscure the "CE". The UK Government at the time decided on how to implement the EU regulation.
