There are numerous actions that Europe could take if Trump continues to act like a spoilt child who wants more candy. Deny the US airspace. Add their own tariffs. If they refuse to leave the bases, how long will they continue to operate with no assistance and support from the countries they are in and no airspace? Trump only understands threats.
