It seems to me that expanding Stansted would make more sense. It's a little further away from London city centre but so what, it'll ease the pressure on the airspace around Heathrow already. The problem is, Heathrow is operated as a business first, transportation second, so they will expand ad infinitum as long as it serves BAA's bank manager.
