The Football League shouldn't have confirmed the date before they had a cast iron (contractually enforceable) agreement with the police. People's recourse for financial compensation is via the Football League. If the police broke their contract with the Football League then its up to the football league to make a third party claim from the police. The football league will no doubt point people at a "circumstances beyond control" in some small print somewhere but the fact of the matter is that this situation was completely avoidable and within their control. If people don't get any joy with compensation claims from the Football League then I'd suggest filing an on-line claim here: https://www.gov.uk/make-court-claim-for-money/court-fees
