Wasn't Moyes a relative unknown entity managament wise at the time though? OK, he guided Preston to the play-offs but I seem to recall Everton fans shrugging their shoulders when he was appointed.
I don't defend Lowe on here too often, but how was he to know that Moyes would turn from a relative unknown into a revered manager and that Wigley, Gray, etc wouldn't take the same elevatory path?
An element of hindsight needed by Lowe here perhaps?
