I doubt Kompany being manager would mean if both Saints and Burnley offered Liam Delap regular games on loan would see player or Man City pick the Championship over the PL.

Why not when it is potentially beneficial to Saints as the keystone club in group? Allows for easier work permits, inter club loans/transfers, sharing scouting networks. Sure you might not care each week if Goztepe or Valenciennes win or lose, but with Saints being keystone of the group it ultimately revolves around benefitting the club you support.

Article states as well as France and Turkey, Sport Republic are also looking at Portugal, Netherlands and Belgium. I think it potentially will prove beneficial to Saints as the likely keystone club in the group.

Why would Ings agree to that? Pay as you play contracts in the Premier League are incredibly rare... and for good reason!
