Not ignoring the rest of your post but, unfortunately, there is a generation coming through who have known only the benefit culture as that is what their parents brought them up under. They feel they are entitled to the benefits and will do all they can to make sure that they get as much as possible. Sweeping generalisation I know but this generation is usually centred in the old council estates, Poole's examples being Turlin Moor or Rossmore!!

Had carpet at one of my houses once, ripped it out because it kept getting wet from the shower and ending up smelling. My new gaff has laminate flooring in the bathrooms (laid by previous owner) and I've replaced the carpet in the downstairs with laminate. Mind you, having an partially sighted, incontinent father-in-law living with us has meant that the laminate in the main bathroom is ruined. Person who laid it didn't put any water-proofing in the joins and his mis-directed wee has got in swollen the wood and it stinks. Going to replace them with proper floor tiles once he's gone to meet his maker!!
