A good question, indeed. I agree with Lighthouse that it may be more to do with the strategy and the decision makers above the actual scouts/scouting department. I don't know exactly how they work between departments, but this sums it up pretty good for me:

What else could he have done? Adjusted and adapted his style to suit the players, not the other way around. When you have shit players, you have to be able to adapt your philosophy to get the best out of what you have got. Make the team better than the individuals. Both of these managers seem unable to adjust their style, and end up forcing players that are not good enough to play a certain way. Square pegs in round holes rarely works great.

This is what I see as well… I don’t think many (any?) of our players believe we can win when stepping out on the field. If that doesn’t change, then we are going down with one digit in our points tally.
