No they are not. Only Israel has an air force. The reason HS2 stops at Old Oak is that to go further it needs a tunnel, and most of the London constituencies are already underrun with tunnels, be it the Underground or Crossrail, so on that basis it should make no difference. The main issue with HS2 has always been that there was never a need for a high speed link, what was needed was greater capacity on the West Coast Mainline, coupled with vastly improved east-west trans Pennine lines. As a national vanity project it was trying to deliver the wrong thing.
