I don't think the OP is referring to the specifics of each tenure, rather the fact that they all seem to spend more time pointing the finger of blame than doing anything proactive. Fair play, Crouch seems to have taken the high ground lately - asking everyone to support the club rather than harp on about whose fault it is - but historically he's as culpable as anyone else.

True, about 10 years ago I lost a DVD from Blockbusters and they wanted £80 to replace it. Fortunately I found it but in the meantime they'd shown me the invoices for some of their discs and they were paying about £70 themselves - there was a tenner or so in admin charges for losing it.

There may be two pieces worth £30m between them, or there may be 800 small pieces worth the same. Neither is 20% of the collection though as I don't think art should be ranked on a perceived value.

True, certainly regarding RBR who look very good, but it's worth pointing out that the diffuser itself is only part of the equation. Dramatically improving the aero grip at the back will allow teams to reduce the mechanical grip by fitting stiffer suspension and placing less ballast there. The ride height can be lowered because the suspension is stiffer, which improves the aero grip even more and the ballast can be placed freely at other areas nearer the centre of gravity. It's an almost exponential set of improvements, it's not simply a case of "Ooh, more grip from that diffuser". There's a certain amount of 'dumbing down' done for the casual viewer and in reality the knock on effects of running an entirely different floor are huge.
