They are on the same level ( 2 ) as Club Wembley however I'm not sure if they have the same restrictions like no jeans, trainers or club colours. Official Club Wembley seats are located on level 2 blocks 239-252 & 201-214 -

An off peak return to Waterloo with your railcard would be £32.35 and you can travel on pretty much any train. Advance singles would work out cheaper but you are tied to the booked train.
